GJM might renew Gorkhaland demand


The Gorkha Janmukti Morcha, which is holding talks with the Centre and the West Bengal government, might renew its demand for 'Gorkhaland' if its conditions for setting up an interim authority to replace the Darjeeling Gorkha Hill Council, are not fulfilled, a top GJM leader said today.
The GJM, at the fifth tripartite talks in New Delhi, had agreed to the constitution of an interim council for a duration of two years by 2011 prior to the creation of a separate state.
However, the four issues obstructing the interim authority are its territorial jurisdiction, authority to manage tea gardens, the selection of its members and the council's legislative powers.
"There is every possibility of revival of the demand for Gorkhaland carved out from West Bengal if the interim council is not granted the way the GJM wants to have it," GJM General Secretary Roshan Giri told PTI.
He pointed out that the GJM has called a 48-hour bandh from December 21 in Darjeeling to press for the interim council.
While the GJM wants a nominated board to govern the interim authority, West Bengal Chief Minister Buddhadeb Bhattacherjee has said there was no question of it till the GJM agreed to first hold panchayat and municipal elections.

The West Bengal government also wants to confine the authority of the interim setup to the three hill subdivisions of Darjeeling, Kurseong and Kalimpong as currently administered by the DGHC, which the GJM has not agreed to.

Asked about the main hurdle the GJM was facing from the government in creation of the council, Giri said "It pertains to our demand for inclusion of Gorkha-dominated areas of Dooars and Terai in Jalpaiguri and inclusion of the tauzi department which keeps record of land in the proposed setup."

As part of pressure tactics before the December 20 deadline set by the Morcha for the government on the interim set-up, most offices in the hills were shut for the fourth day.

Tripartite talks

The date for the next round of tripartite talks has not been confirmed yet, while the GJM has told the government that interim set-up for the hills must be in place by December 20, failing which it would call a 48-hour shutdown.
Adding to the complications, the Gorkha National Liberation Front, which held its first political programme in Darjeeling on December 6, has renewed its demand for including Darjeeling hills under the Sixth Schedule of the Constitution.
GNLF supremo Subhas Ghishing recently said the Centre and the state government could not go back on the MoU signed with him on the Sixth Schedule.
Ghishing, in political exile in Jalpaiguri after GJM's emerged as a force bigger than the GNLF in 2007 also wanted to return to Darjeeling, but the administration was not giving him permission.
GNLF legislator from Kurseong Shanta Chetri said Ghishing, who has lately begun to reactivate his organisation in the hills, was planning to stage a comeback rally at Kurseong.

"Aware of the current situation, the GNLF has decided not to organise its movement in town areas, but limit it to the tea belt," she said.
The GJM held a rally in Darjeeling on December 7 where its supporters burnt an effigy of Ghishing.

Secretary of the GJM Yuva Morcha, Sudeep Gurung, said "People will never accept Ghishing. He was solely responsible for spoiling the future of an entire generation. And, just when we are trying to give the generation a better future, he is again trying to destroy it."
Long-pending issue

Communist Party Revolutionary Marxist General Secretary R B Rai, warned, "The hills may be on fire any time if the Centre and the state do not immediately end the GJM's anarchy and restore some resemblance of law here".
The Akhil Bharitiya Gorkha League, the region's oldest party, said it was disappointed both with the GJM and the state.
"Our leader Madan Tamang was murdered partly because he opposed the interim set up. The long-pending statehood issue needs to be solved politically," ABGL working president Dawa Sherpa told PTI.
Expressing unhappiness over the government calling only the GJM for tripartite meetings, he said, "All stakeholders including the ABGL should be called to the meeting. Why only GJM? All political parties in the hills should be invited."
He held that the interim council was not a solution and his party wanted separate state of Gorkhaland.
Asked whether Gorkhaland was possible given the opposition by the mainstream parties in West Bengal, he said "Lalu Prasad also once said that if Jharkhand had to be formed it would be formed over his dead body."
Both CPI-M and the Trinamool Congress are opposed to division of the state though the former has accused the latter of having links with GJM.

3G tech vulnerable to cyber crime: Experts


As 3G mobile services are set to be rolled out soon in the country, cyber experts sound a word of caution about the high tech enabled mobile phones, which they say are more vulnerable in the world of technology related crimes.

While the next generation technology aims to make life simpler enabling downloading of movies and music within minutes, it can also be used for various unscrupulous activities.

"With 3G, cellphones will have faster broadband Internet and with such speed you can watch television live, make video calls and download music and movies in no time. But through spying software and virus, the hacker can easily break into your system," says Ankit Fadia, an ethical hacker and cyber security expert.

"The hacker can record all the audio conversation and video files. Not many people in India install anti-virus in the phones. I would recommend them to install anti-virus and fireballs while using 3G, says Fadia who recommends switching off the bluetooth function of the phone when not required to protect the user's password.

Not limited to an individual's privacy issues, the 3G technology will also lead to increase in piracy of films and music, thereby giving a staggering amount of losses to the entertainment industry that is battling the piracy threat.

"It will become extremely easy for anybody to download an entire Bollywood film in few minutes using 3G. This is going to lead to further tremendous growth of websites like torrents," says advocate Pavan Duggal, a cyberlaws expert.

The Internet and Mobile Association of India (IAMAI) points out that Bollywood would be hit most by the 3G and wants service providers to adopt a stricter approach to check cybercrimes.

"Today it takes several hours to download a new release Bollywood film but with 3G it will be in minutes that will encourage people to use illegal means to view a film," says Rakshit Tandon, consultant, IAMAI.

According to a PricewaterhouseCoopers report titled, "Indian 3G broadband subscribers," the mobile subscriber base is projected to cross one billion in 2014. The 3G broadband subscriber base is expected to cross 107 million by 2015.

Indian law enforcement lacks the necessary training to deal with cyber-crimes and there is a distinct need for amending the law and making security agencies aware about the Internet, say experts.

"Laws are there to protect but our police agencies are yet not ready to take-up the cyber crime challenges, especially 3G. They need to be trained to tackle the growing usage of Internet by criminals," says Fadia.

Duggal, who is a Supreme Court lawyer, says there is a distinct need for amending the law so as to provide for far more broad generic provisions which can withstand the onslaught of any other new technology.

"Further adequate statutory protections needs to be given to users so that whatever limited right to privacy they have in the context of the electronic ecosystem are not appropriately compromised with the advent of new technology," he says.

As mobile handsets is becoming an integral part of the consumer experience, the availability of a large number of feature-rich handsets at affordable prices or in attractive bundled offers is likely to further drive the adoption of 3G value-added services, according to a report by RNCOS.

The industry analysis provider also predicts that the number of 3G mobile subscribers is expected to grow at a CAGR of around 80 per cent during 2011-2013.

Card cos face suit for denying WikiLeaks


WikiLeaks' payment processor said on Thursday that it was preparing to sue credit card companies Visa and MasterCard over their refusal to process donations to the secret-spilling website.

Andreas Fink, the CEO of Iceland's DataCell ehf, told The Associated Press that he would seek damages from the American financial companies over their decision to block WikiLeaks funds.

"It's difficult to believe that such a large company as Visa can make a political decision," Fink said in a telephone interview from Switzerland. In an earlier statement, his company had defended the WikiLeaks, saying that "it is simply ridiculous to think WikiLeaks has done anything criminal."

WikiLeaks has been under intense pressure since it began publishing some 250,000 US State Department cables, with attacks on its websites and threats against its founder, Julian Assange, who is now in a British jail fighting extradition to Sweden on sex crime allegations.

A host of US Internet and financial companies have severed their links to the controversial website, some citing terms of use violations. Earlier this week, Visa and MasterCard said they would stop processing payments to WikiLeaks, although they have not offered a detailed explanation of why.

Supporters have reacted with outrage — with many noting that unsavory organizations such as the American KKK and the far-right British National Party both claim to accept Visa and MasterCard.

MasterCard has declined repeated requests for comment. Visa Europe Ltd. spokesman Simon Kleine said organizations could receive funds through Visa so long as they were legal and didn't breach the company's operating rules.

But he said that when issues arose "we need to ensure that they're in compliance with our operating rules and in compliance with local laws." He declined to say what those issues were in WikiLeaks' case. "We investigate on a commercially confidential basis," he said.

Fink said that he was officially notified of the dual suspensions through Danish financial services company Teller, which runs part of the payment infrastructure. He said a team from Teller was on its way to Iceland to conduct what he described as "due diligence."

Meanwhile, he said, credit card donations to WikiLeaks were frozen at least until next week, something which he said was costing his company money. "Not accepting any credit card authorizations is basically killing the business," he said. He did not specify the kinds of damages he was seeking.

Fink's statement comes as Internet payment company PayPal says it will return the money frozen in WikiLeaks' account to the foundation that was fundraising for it. In a blog post, PayPal Inc. defended its decision, which it denied had come as a result of lobbying from the US government.

Indian Ambassador frisked at US airport


Indian Ambassador Meera Shankar was pulled from an airport security line and patted down by an American security agent in Mississippi despite being told of her diplomatic status, prompting Indian mission here to strongly protest against the incident.
The incident took place on December 4 at the Jackson-Evers International Airport where sari-clad Shankar was about to board a flight to Baltimore after attending the Mississippi State University's programme, an Indian Embassy official said.
Shankar presented her diplomatic papers to officers and was escorted by a Mississippi Development Authority representative and an airport security officer, but witnesses said she was subjected to the hands-on search, the official said.
She was taken to a VIP waiting room despite being told she was an ambassador. She was later pulled from a security line and patted down by a woman Transportation Security Administration agent.
The official said the Indian Embassy will take up the issue with the State Department.
"We are taking it up with the State Department," the Embassy official said.
Witnesses were quoted by the local Clarion-Ledger newspaper as saying that security agents told Shankar she was singled out because she was wearing a sari.
This is for the first time that Shankar, who always has been seen wearing a sari, has had to undergo such a pat-down search in the US.
After arriving in Washington as India's top diplomat to the US, Shankar has been travelling a lot inside the US and giving lectures to universities across the country.
But this was for the first time that Shankar was travelling outside Washington after the new TSA regulations went into effect.
New TSA regulations went into effect on November 1 allowing federal security officers at airports to switch to more thorough - but often controversial - "pat-downs" for passengers who require hand searches.
Of late it has received a lot of criticism for its pat-downs and full-body scanning, which TSA argues has been taken up in view of the increased security threat.
The Jackson airport does not yet have full-body screeners, which meant that the ambassador became subject to the thorough pat-down.
Shankar was in Jackson as a guest of Mississippi State University.
In town, Shankar met with Lt Gov Phil Bryant, representatives from the Mississippi Development Authority and members of the Indian community in Jackson, and she spoke to more than 100 people at the Executive Lecture Forum of Jackson.
Gov. Haley Barbour's spokesman Dan Turner said the governor's office is looking into the incident.
"At this time, we're trying to find out exactly what happened - all of the details," Turner said.

In the past, many prominent Indians, including ministers, have faced some uncomfortable moments at US airports.
In September, visiting Civil Aviation Minister Praful Patel was quizzed by US immigration authorities at the O'Hare airport in Chicago after his name and date of birth matched with that of another Praful Patel, who is on America's watch-list.
In August 2009, Bollywood superstar Shah Rukh Khan was detained and questioned at Newark Liberty International Airport. Khan was headed to Chicago for a parade to celebrate India's Independence Day, when he was pulled aside by airport authorities for interrogation.
Former Defence Minister George Fernandes had claimed that he was strip-searched twice at Dulles Airport in the US Capital area, when he was on an official visit to Washington in early 2002 and another time while en route to Brazil in mid 2003.

Tata's open letter to Rajeev Chandrasekhar


Tata Group supremo Ratan Tata today termed as "politically motivated" the efforts of the GSM lobbyists, including Rajya Sabha MP Rajeev Chandrasekhar, saying their endeavour was to embarrass the Prime Minster Manmohan Singh and the ruling party.
Taking the powerful GSM operators head on for what he termed as holding of spectrum free of cost, Tata said, "Recent policy (allocation of licences in 2008) broke the powerful cartel which has been holding back competition and delaying the implementation of policies."
Coming out in support of the government telecom policy, which is being litigated in the Supreme Court, Tata said, "We should all note that many of the flip-flops in the telecompolicies occurred during the BJP regime."
Tata's strong comments came in an open letter to former telecom entrepreneur and Rajya Sabha MP Rajeev Chandrasekhar who had hit out at Tata for allegedly not being transparent and being one of the biggest beneficiaries of the government telecom policy.
"Your affiliation to a particular political party is well-known and it appears that political aspirations and their endeavour to embarrass the Prime Minister and the ruling party may well have been the motivation behind your letter," Tata told Chandrasekhar.
Former Telecom Minister A Raja or for that matter any minister has not extended any advantage to group company Tata Teleservices, he said.
He further noted that the government auditor the Comptroller and Auditor General (CAG) has not ascribed any value to 48 new GSM licences issued to incumbents during 2004-2008 and 65 mhz of additional spectrum.

I support the ongoing the investigation (into 2G spectrum allocation scam) and believe that period of probe should be extended to 2001, Tata said.
Tata, who at present is abroad, said the open letter by Chandrasekhar was "of course in keeping with the current trend of attempted character assassination through widespread media publicity couched in pain and concern for upholding ethics and values".
Chandrasekhar had accused Tatas of adopting double standards and had said in an open letter to Ratan Tata that by virtue of dual technology, according to the CAG, Tata Teleservices (TTSL) has caused a loss to the exchequer to the tune of about Rs 19,074.80 crore.
On the issue of "out of turn" allotment to TTSL (as claimed by Chandrasekhar), Tata said, "You have chosen to misrepresent the facts as they suit you to justify the claims you have made."
    
Politically connected operators

The true position is that TTSL has not "I repeat not" been advantaged in any way by Raja or any earlier minister.
"The company has strictly followed the applicable policy and has been severely disadvantaged... by certain powerful politically connected operators who have willfully subverted policy under various telecom ministers which has been subsequently been regularised to their advantage," Tata said.

TTSL is yet to get spectrum in the key Delhi circle and also in 39 other districts.
The 2G scam ostensibly revolved around Raja's alleged misdeeds and some parts of the CAG report were quoted as having indicted the minister, Tata said, adding "much has been made about the hypothetical loss to the exchequer in the grant of new licences and the grant of spectrum on the basis of 3G auction price.
He asked Chandrasekhar why he chose not to mention about the excess spectrum held by powerful GSM operators and that too free of cost.
"You have also not noticed that the CAG has not ascribed value to 48 new GSM licencees issued to incumbents between 2004-08 and 65 MHz of additional spectrum alloted to them during this period even though the CAG was supposed to cover the period from 2003," he said in the open letter.
He claimed that Tatas have not "wavered in upholding our values and ethical standards" despite the erosion in the ethical fabric in the country and despite the efforts of others to draw the group into controversy and endeavour to besmirch its records.
"When the present sensational smokescreen dies down, as it will, and the true facts emerge, it will be for the people of India to determine who are the culprits that enjoy political patronage and protection and who actually subvert policy and who have dual standards.
"I can hold my head high and say that neither the Tata Group or I have at any time been involved in any of these misdeeds," Tata said.

'Pat-down search of envoy unacceptable'


Terming as "unacceptable" Indian Ambassador to the US Meera Shankar being subjected to a 'pat-down' search at an airport there, External Affairs Minister S M Krishna today said the matter will be taken up with the American government.

Noting that there are well-established conventions and practices as to how members of the diplomatic community should be treated, Krishna said such an incident has taken place for the second time in the last three months.

"This is unacceptable to India and we are going to take it up with the US government and I hope things could be resolved so that such unpleasant incidents do not recur," the minister told reporters.

When asked if a report has been sought from the US, he said, "There are various procedures through which we take it up with government of the US."

Pressure on India to accept cliamte pact


Cracks have developed among the developing countries including the BASIC group on accepting legally binding emission cut at the climate change conference here, with India saying there is concerted pressue on it and China to accept such cuts.

The United States, India and China are not in favor of accepting a legally binding agreement, which is supported by other developed countries, and several nations within the G77 including African nations and Least Developed Countries.

"There is a concerted move by a group of developed countries using developing countries to put pressure on India and China and within BASIC, since South Africa and Brazil are supportive of a legally binding agreement," Environment Minister Jairam Ramesh said.

"There are differences within BASIC. India and China are united on this issue. Brazil and South Africa are united," he said. "This pressure is coming from developed countries through AOSIS, BASIC and LDCs."

"At this stage India's strategy is to keep the door open, the door was being closed on us," he told journalists.

Pushing hardest for a legally binding treaties are small island nations, which are the most vulnerable to climate change.

Countries in India's vicinity - Bangladesh, Maldives, Bhutan and Nepal - are also supporting a legally binding agreement.

India's close allies on the climate change issue - Brazil and South Africa - are also in favor of a legally
binding agreement, which is causing divisions within the BASIC group.

With the conference closing tomorrow, India has objected to raising the issue so late in the day.

It has also said that currently it is important to concentrate on the Kyoto Protocol, which is the only legally binding treaty on climate change, but its future is uncertain since several countries want to abandon it.

Speaking at an open meeting here, Ramesh told delegates that "all countries must take on binding commitments under appropriate legal form."

Later, the minister indicated that he raised this point to assure countries close to India like Nepal and
Bangladesh that New Delhi was committed to fulfilling its domestic commitments.

"We will honor these," he said, noting that India was not ready to reflect these in an international agreement yet.

The present discussion has also raised questions about what constitutes the "bindingness" of a treaty.
India, for instance, argues that consensual decisions taken under annual climate conferences can be considered binding.

Indian diplomats here also argue that New Delhi's promise to the parliament for cutting down carbon intensity can be considered binding since it's a "serious" nation.

Other countries, however, argue that binding needs to be more formal maybe on the lines of the Kyoto Protocol.

India has also consistently argued that the substance of any outcome needs to be detailed before the form is decided - a position which is supported by Philippines and Egypt.

Ramesh indicated that India would not agree to any legally binding agreement until three things are clear – the content of legally binding, the penalty of non-compliance and the system of monitoring.

"We are not ready to commit to a legally binding treaty," he said.

Bolivia, which also objects to a legally binding treaty, is concerned that this new pursuit will take attention away from the Kyoto Protocol, which puts the legal responsibility to cut emissions squarely on the shoulders of developed countries.

Ramesh also stressed that this episode busted the "mythology" that G-77 spoke as one voice.

"We are under attack inside G 77," he said. "India has to approach this issue very cautiously."

Childhood friends, Yash (Sanjay Dutt) and Raj (Akshaye Khanna) are small time crooks. Raj desires to leave the world of crime and lead a normal life, but alas, Yash manages to jeopardize his chances and closes all doors for Raj’s exit. Anyways, the two manage to rob First Village Bank which falls under the innocent and honest bank manager, Zandulal (Paresh Rawal). As expected, Zandulal is also accused on the pretext of sheltering Yash and Raj in his home the previous night. Zandulal pledges to return with evidence to prove his innocence. Meanwhile, Arjun Singh (Anil Kapoor) is an inept and blundering cop, married to Kajal (Sushmita Sen), daughter of police commissioner (Shakti Kapoor).


However, destiny seems to be on Arjun’s side as he manages to nab a big-time gangster Marcos (Suniel Shetty). As for his personal life, his wife is struck with a unique split personality disorder. Since years, she transforms into a terrifying maniac with the intent to murder her husband, for 10 minutes every day. Coming back to Yash and Raj who find endless ways to avoid and escape from Zandulal, ignorant of the fact that they are actually neighbors. To add a light and romantic break to their chaotic journey, Raj falls in love with Sanjana (Kangana Ranaut), Kajal’s younger sister. A robbery and murder takes place in the town.

Kurutham Kettavan – A Malayalam Album Video


Made in the ‘Palavattam’ mould, the album tries to undo (irreparable) damage done to the Malayalam Music scene by a juggernaut called ‘Silsila’ (incidentally made by a namesake of mine :-| ). Sung by Anoop Sankar (Asianet Plus fame) and composed by Hariprasad, the peppy number has a tongue-in-cheek video featuring Ranjini and Suraj.


The song is about the travails of a random guy, played by Suraj Venjarammoodu, who is  a Kurutham Kettavan (one who’s upto no good) from childhood. Ranjini Haridas is Rosykutty, his love interest. Pepped with 3D animation, the video has a cartoonish-feel to it, making it quite endearing. The song’s also pretty-good, and matches upto the ‘Palavattam’ quality.


Kurutham Kettavan is a product of Vishraam Creations. Favour Francis is the video-director. Prakash Velayudan has handled the camera while Sushil has crafted the 3D visuals of the video. The video is edited by Dheeraj Warrier.

China's anti-Nobel campaign backfires


China's relentless criticism of the bestowing of the Nobel Peace Prize on imprisoned Chinese dissident writer Liu Xiaobo showed signs of backfiring Thursday, as criticism of Beijing rose a day ahead of the award ceremony.

Beijing's high-pressure tactics and campaign of vilification have ensured a wave of publicity for Liu, a bookish 54-year-old democracy activist who was formerly all but unknown even inside China.

Its attempts to sabotage Friday's award ceremony in Oslo have sparked a backlash, with the governments of Serbia and the Philippines both receiving brickbats for caving in to China's demands to boycott the event.

China and 18 other nations — mostly close allies and fellow authoritarian states — have declined to attend, according to the Nobel committee, although there were reports Colombia had reversed itself and decided to attend.

Rights group Amnesty International said members of Norway's Chinese community were being pressured by Chinese diplomats to attend anti-Nobel protests planned for Friday, and had been threatened with retaliation if they failed to appear.

In China, Liu's wife, Liu Xia, and dozens of friends, colleagues and sympathizers in the country's embattled dissident community remained under house arrest or tight surveillance to prevent them from attending the ceremony.

Liu, arrested in December 2008 after co-authoring a bold call for sweeping political reform, is serving an 11-year sentence for subversion — his fourth stretch of incarceration since 1989.

Such tactics have taken a toll on China's efforts to win foreign friends by projecting a more mild image of the country through foreign aid, investment, media and educational exchanges. That could make it harder for Beijing to win over international opinion on issues ranging from climate change to sovereignty claims in its surrounding waters.

Li Heping, a civil rights lawyer, said the government's harsh reaction to the prize was an eye-opener for the West, bringing into clear focus differences with China over values.

"In the past, the West didn't have a consensus on China. But this affair, this Nobel prize, has created one because it is linked with the West's core values," said Li, who was disbarred after pursuing human rights cases.

Prominent rights groups, including Amnesty International, repeated their calls for Liu's release, saying China's actions violated both domestic laws and Beijing's international commitments.

"The Chinese government should be celebrating this global recognition of a Chinese writer and activist," Salil Shetty, Amnesty International's secretary general, said in a statement.

"Instead, the government's very public tantrum has generated even more critical attention inside and outside China and, ironically, emphasized the significance of Liu Xiaobo's message of respect for human rights."

In Washington, State Department spokesman PJ Crowley reaffirmed US support for the award but said it wasn't intervening with other countries to resist Chinese pressure for a boycott.

"We think there absolutely should be a ceremony. We think there absolutely should be recognition. We think that Mr. Liu and his wife should be there to be able to receive the award," Crowley said at a Wednesday briefing.

Liu's case has bedeviled relations with Washington for years, as underscored by a leaked US Embassy cable that describes an angry protest by a Chinese diplomat over a letter from the US ambassador raising concerns over the detention of Liu and other dissidents. The cable released Wednesday by WikiLeaks was dated a year ago.

In the cable, Americas Department Deputy Director General Ding Xiaowen is quoted as accusing the US of insulting China's judicial sovereignty and interfering in its internal affairs — accusations amplified in recent weeks through statements by Chinese officials and articles in state media.

Despite the criticism, China shows no sign of moderating its tone, with the official Xinhua News Agency and the Global Times newspaper unleashing fresh attacks on the Nobel committee.

"By enshrining a convict, the Committee pulled the old trick of trying to impose the Western values and political system on the rest of the world," Xinhua said in a commentary late Wednesday.

"What is happening now is illustrations of the strategic intention of the West to disturb the large environment for China's development," echoed the Global Times, published by the Communist Party mouthpiece People's Daily.

China also hopes to counter the Nobel with its own accolade, the hastily announced Confucius Peace Prize, which is to be awarded to former Taiwanese vice president Lien Chan in Beijing on Thursday.

Today, 9th December 2010, President of India Pratibha Patil gave her assent for a Supreme Court inquiry into charges of financial mismanagement against controversial Prasar Bharti CEO B S Lalli.

Official sources said President Pratibha Patil’s assent came on a reference made by Prime Minister Manmohan Singh as required under the Prasar Bharti Act.

Pending inquiry, the chief executive officer can be placed under suspension as per the provisions of the Act.

The Presidential reference to the apex court for instituting an inquiry into the charges against him sets in motion his removal process.

Lalli is 1971 batch IAS officer of UP cadre. He assumed as the CEO of Prasar Bharti  in December 2006.

Lalli was indicted by the Central Vigilance Commission which accused him of breach of Parliamentary privilege, giving undue favours to some broadcast companies and financial mismanagement.

Oil rises to near $89 as US dollar weakens


Oil prices rose to near $89 a barrel Thursday in Asia as a weaker U.S. dollar made crude cheaper for investors with other currencies.

Benchmark oil for January delivery was up 55 cents to $88.83 a barrel at midday Singapore time in electronic trading on the New York Mercantile Exchange. The contract lost 41 cents to settle at $88.28 on Wednesday.

Oil has hovered in the upper-$80s this week — touching a two-year high of $90.76 on Tuesday — as traders mull how much global crude demand may grow in 2011. In the absence of any strong catalyst from oil market or economic data, crude prices often follow currency and stock markets.

The euro rose to $1.3308 on Thursday from $1.3261 late Wednesday while the dollar dropped to 83.70 yen from 84.00 yen.

Some analysts expect surging crude consumption in Asia and other emerging economies to continue to boost global demand next year. Global oil consumption rose to a record 86.7 million barrels a day in the third quarter and will likely jump to 88.1 million in 2011, according to energy consultant Wood Mackenzie.

About 85 percent of this year's global demand growth of 2.5 million barrels a day will come from developing countries, which will probably also account for 80 percent of demand growth next year and 2012, Wood Mackenzie said.

"The global market for oil is diverging as never before," Wood Mackenzie analyst Francis Osborne said. "While the economy in the mature OECD regions continues to struggle, and with it oil demand, in the emerging markets it has generally been full speed ahead on both fronts."

"Leading this recovery is China and the rest of Asia."

In other Nymex trading in January contracts, heating oil rose 1.4 cents to $2.48 a gallon, gasoline futures gained 2 cents to $2.33 a gallon and natural gas was steady at $4.62 per 1,000 cubic feet.

In London, Brent crude rose 25 cents to $91.02 a barrel on the ICE Futures exchange.

Heavy snow causes European travel chaos


Snowfall, ice and freezing temperatures forced many travelers to camp out overnight at Paris and Frankfurt airports, while Scotland called in the army on Thursday to clear snow.

While Paris' air traffic was returning to normal, more disruptions were expected at Germany's Frankfurt Airport. Many European commuters suffered through traffic jams on slushy streets.

Paris, a city of frequent rain, is unprepared for snow. After snowfall of 10 centimeters (4 inches), bus service was shut down Wednesday, traffic backed up, trains slowed down and Paris' Charles de Gaulle airport was forced to close for an hour and a half.

Some passengers huddled under blankets after a long night sleeping at the airport.

"The airport last night was giving out towels, mattresses to sleep on, water, and they were coming around constantly to see if everything was OK," said Lynne Seavor, whose flight home to Britain's East Midlands Airport was delayed by 24 hours. There were so many people asleep that "it was quite a scene," she said.

The sun was out Thursday in Paris, melting snow off roofs. Sidewalks were slick, and traffic was still badly disrupted. The Eiffel Tower's first floor reopened to tourists, a day after it was entirely shut down. Officials say they can't use salt there because it could cause damage to the monument.

A combination of snow, rain and temperatures hovering right around the freezing point caused traffic chaos in Germany, with hundreds of accidents reported across the country and scores of miles-long (kilometers-long) traffic jams, not to mention delayed trains and flights.

Dozens of injuries were reported, including nearly 50 in more than 600 accidents in North Rhine-Westphalia alone. One person died in a crash in Rhineland-Palatinate. Both states border France.

Frankfurt Airport was shut down for more than four hours through the night after its runways were deemed too slick to allow for safe takeoffs and landings, spokesman Robert Payne said.

Extra cots and chairs were brought in to accommodate the 2,000 to 3,000 people who spent the night in the terminal due to canceled flights, while others were put up in local hotels, Payne said.

The runways were fully operational Thursday, but Payne said because of the backlog effect passengers were being asked to contact their airlines about the status of their flights, and widespread delays and some cancellations were expected.

Meanwhile, Scotland called in the army to help clear snow and ice after the heaviest snowfall since 1963 paralyzed the country's capital.

Edinburgh City Council held talks with the Ministry of Defense and the Scottish government to secure help digging out the capital after up to 30 inches (75 centimeters) of snow in parts of the city left some of its most vulnerable residents unable to leave their homes.

Soldiers are to aid residents in the hardest hit parts of Edinburgh and clear sensitive locations, such as hospitals and doctors' offices.

The army will also work to remove snow and ice from roads. Subzero temperatures have turned the recent snowfall into thick ice, making travel treacherous and disrupting train services. Parts of the country have not seen a positive temperature reading for nearly two weeks.

Central Bureau of Investigation has enquires in Former Union Communications Minister and DMK MP A Raja.

Central Bureau of Investigation today seized “incriminating” documents after searching the residences of former Union communications minister and DMK MP, A Raja, and those of his relatives and aides in New Delhi and Chennai, in connection with the multi-crore 2G telecom spectrum scam.

The investigative agency carried out the searches at 14 places nine in the national capital and five in Tamil Nadu.The searches, which began at 7 am, were conducted at the premises of Raja, his former personal secretary, R K Chandolia, the former secretary of the department of telecommunications, Siddhartha Behura, and the then member of the Telecom Commission, K Sridhar, among others, in New Delhi.

Raja was also questioned by the sleuths during the search. Sources said he might be subjected to a formal questioning later. Raja was forced to resign as minister on November 14, after the Comptroller and Auditor-General’s report that the rates at which 2G spectrum were allotted resulted in loss to the exchequer which could be as high as Rs 1.76 lakh crore.In Tamil Nadu, ruled by the DMK, the CBI carried out the searches in Chennai, Coimbatore and Perambulur, along with the income tax department.The searches in Chennai were conducted at the residence and office of Green House Properties’ promoter Sadhick Batcha, a close associate of Raja, who hails from his Perambalur constituency. Raja’s wife, Reha Banu, is one of the directors in the company.

The third search in Chennai was at the residence of Raja’s mother-in-law.The other two raids were conducted in Coimbatore and one of Raja’s residences in Perambulur.According to reports, the Chennai-based real estate company ,with an initial capital of only Rs 1 lakh, under the name of Green House Promoters Private Ltd, was registered after Raja became a Cabinet minister for the first time in May 2004.

Meanwhile, DMK supremo and state chief minister M Karunanidhi came out in defence of his beleaguered MP.He told reporters in Chennai that Raja should be treated as innocent till proven guilty.We will not hesitate to take action if he is found to be guilty.He is being targeted because he is a dalit.

Tata Motors Announces 4 Years Warranty on Nano


NEW DELHI: Tata Motors is leaving no stone unturned to boost the sales of its small and World’s cheapest car, Nano. Tata Motors on Thursday, December 9, has announced the 4 years warranty on Nano for existing as well as new customers.


After a sharp decline in sales of Tata Nano due to a series of fire incidents, Tata Motors has offered a four-year or 60,000 km manufacturer’s warranty, whichever is earlier on Nano to regain the confidence of customers. Earlier, the company was offering a warranty for 18 months, or 24,000 kilometers.


Apart from warranty, the company is also offering a comprehensive maintenance contract at only Rs99 a month on the option of buyers. This facility is for new buyers only. Moreover, the company has also announced finance options up to 90 per cent at easy rates for the Nano.

“These benefits will further enhance the satisfaction of Tata Nano users,” the company said. Such a movement by the company has been followed after sales of the Nano dropped to 509 units in November from a peak of 9,000 in July, an 85 per cent drop from the same period a year earlier.


According to analysts, the decline to sales of Nano, despite a surging Indian auto market, is due to safety worries after a few recent cases of the Nano catching fire were featured prominently in newspapers and on television.


After the various fire accidents were witnessed, Tata Motors investigated the car and said in May that there aren’t any manufacturing defects. Roma, Arsenal, surge in Champs League


AS Roma, Shakhtar Donetsk and Arsenal became the final three teams to reach the knockout stage of the Champions League on Wednesday.

Roma secured second place in Group E, behind Bayern Munich, by drawing 1-1 at Cluj. FC Basel came into the final matchday needing to beat Bayern to stand any chance of catching Roma but was thrashed 3-0 in Germany.

Group H had both qualifying spots open but Shakhtar finished top by winning 2-0 at home to FC Braga, and Arsenal joined the Ukrainian champions after a nervy 3-1 victory over Partizan Belgrade.

Chelsea's perfect record in Group F ended with a 1-0 loss at Marseille to increase the pressure on manager Carlo Ancelotti, while Real Madrid remained unbeaten after its six matches in Group G courtesy of a 4-0 win over Auxerre, with Karim Benzema scoring a hat trick.

The draw for the last 16 will be held on Dec. 17, with group winners kept apart and teams from the same country prevented from playing each other.

Roma only needed a point to go through, but looked like it would pick up all three when striker Marco Borriello put the Italian side in the lead in the 21st minute from 12 yards (meters).

Saina in quarterfinals of Hong Kong Open


Ace Indian shuttler Saina Nehwal advanced to the quarterfinals of the Hong Kong Super Series with a comfortable straight-game win over Salakjit Ponsana of Thailand in Wanchai on Thursday.
The World number two Indian took just 26 minutes to get the better off Ponsana 21-10 21-12 in the second round of the women's singles event.
However, Commonwealth Games bronze medallist P Kashyap had a disappointing day on the court as the Indian lost in straight-games to fifth seed Jin Chen of China.
Kashyap was defeated 15-21-18-21 by Chen in a 45 minute battle in men's singles.
Saina surged ahead from 4-4 to a eight point lead and then extended the lead to 16-5 and 18-10 before pocketing the first game comfortably.
The second game was no different as she opened a five point lead at 6-1 and then held her fort to complete a
convincing victory.
Saina had played Ponsana twice before -- the Hong Kong Super Series in 2008 and the Thomas and Uber Cup -- and the Indian has a 100 per cent record against her Thai rival.
The 20-year-old will take on the winner of the match between Pui Yin Yip and seventh seed Korean Youn Joo Bae in the quarterfinals on Friday.

UK students protest proposed fee hike


Police with riot shields held off angry student protesters marching to London's Parliament Square on Thursday as lawmakers debated a controversial plan to triple university tuition fees in England.

Thousands of students held demonstrations and sit-ins throughout the country, heaping pressure on the government to reverse course. Students marched through central London, banging drums, waving placards and chanting "education is not for sale," as weeks of nationwide protests reached a crescendo.

Small groups of protesters tore down barricades and threw paint bombs as police with batons fended off others in attempts to reinforce a security cordon near Parliament. Despite minor scuffles, the massive march remained largely peaceful.

The tuition vote poses a crucial test for both the Conservative's governing coalition with the Liberal Democrats, and the government's austerity plans to reduce Britain's budget deficit.

The vote put Deputy Prime Minister Nick Clegg and other Liberal Democrat leaders in an awkward spot. Liberal Democrats signed a pre-election pledge to oppose any such tuition hike, and have reserved the right to abstain in the vote even though they are part of the governing coalition proposing the change.

Those protesting in central London were particularly incensed by what seems like a broken pledge by Clegg's party.

"I'm here because the Liberal Democrats broke their promise," said 19-year-old Kings College student Shivan David from London's Trafalgar Square. "I don't think education should be free but I do think that tripling fees doesn't make any sense. We are paying more for less."

Inside the House of Commons and to the jeers from the opposition lawmakers, Business Secretary Vince Cable insisted Thursday that the new tuition plans were "progressive" as a heated debate over the proposal began.

While some Liberal Democrats — and even a few members of Prime Minister David Cameron's Conservative Party — have declared their opposition, the increase is still likely to pass.

"The real danger for the government is not that they won't pass it through, but that it will be a policy fiasco," said Patrick Dunleavy, a political science professor at the London School of Economics. "By picking this fight with the student body ... the government seems to have gotten itself into choppy water."

All of this has made Clegg one of the least popular politicians on university campuses. Protesters chanting "Nick Clegg, shame on you for turning blue" underscored the sense of betrayal, while the front page of the Daily Mirror newspaper called Clegg "the pathetic Pinocchio of politics."

The deputy prime minister defended his decision to support the proposals, saying the plans represent the "best possible choice" at a time of economic uncertainty.

"In the circumstances in which we face, where there isn't very much money around, where many millions of other people are being asked to make sacrifices, where many young people in the future want to go to university, we have to find the solution for all of that," Clegg told the BBC.

Cameron's government describes the move as a painful necessity to deal with a record budget deficit and a sputtering economy. To balance its books, the UK passed a four-year package of spending cuts worth 81 billion pounds ($128 billion), which will lead to the loss of hundreds of thousands of public sector jobs and cut or curtail hundreds of government programs.

The government proposed raising the maximum university tuition fees in England from 3,000 pounds (about $4,700) a year to 9,000 pounds (about $14,000). Students reacted with mass protests that have been marred by violence and have paralyzed some campuses.

In response, the government modified its plan by raising the income level at which graduates must start repaying student loans and by making more part-time students eligible for loans.

Students have said the concessions are not enough to lessen the blow of higher fees. They say that under the proposal, piles of debt will plague graduates and make a well-rounded education unattainable for many.

The controversy has highlighted regional educational differences in the United Kingdom.

The Welsh regional government has pledged to subsidize the higher fees for any student from Wales who enrolls at an English university. Student fees in Scotland are just 1,820 pounds ($2,875) per year, sparking fears of a future stampede of bargain-hunting students from England. Northern Ireland's fees are capped at 3,290 pounds ($5,200) a year.

Kapil, Richards back India for World Cup


Kapil Dev and Sir Vivian Richards feel that India are run-away favourites to win next year's ICC Cricket World Cup, but Imran Khan and Arjuna Ranatunga added a note of caution about their ability to soak in the pressure of playing at home.
That, in a nutshell, was how the former captains and legends in their own rights felt about how things will pan out in a couple of months' time as the marquee event starts on February 19.
"They are the No. 1 in the world (in Test matches) and have a volatile crowd behind them. They have something to defend. The team is going to South Africa where pitches will be different but it can prove to be helpful as they prepare for the World Cup," legendary West Indian batsman Richards, who was the member of the 1975 and 1979 World Cup winning squad, said.
'King Richards', however, wasn't too sure about how West Indies will perform although he admitted that the likes of Chris Gayle, Dwayne Bravo and Kieron Pollard do have the talent to go the distance.
"Some prayer would obviously help," he said in lighter vein. "On a serious note, they do have the talent but they need to get things organised a bit. May be they need a catalyst who could inspire them like Arjuna did with the Sri Lankan team during the 1996 World Cup."
For Kapil Dev, the first step should be towards reaching the semi-final and taking it from there.
"If you want to win the World Cup, you need to play well in those 20-30 days. Also the fact that they are going to South Africa before that would be of great help like we had a tough tour of West Indies right before the 1983 World Cup. We played tough cricket in the Windies and subsequently in the World Cup.
"Similarly if the Indians do well in South Africa, it would be a great confidence booster. Even if they don't, they know they will be playing in front of the home crowd," Kapil said pointing out that the likes of Tendulkar, Virender Sehwag, Mahendra Singh Dhoni, Gautam Gambhir will play key roles.

About Harbhajan Singh's lean patch with the ball, Kapil said, "It's matter of time before he gets back to form. The only thing is that he needs to mentally feel that he can do it."
While Imran Khan termed India as favourites, he cited how West Indies and Pakistan were favourites in the 1983 and 1987 editions but buckled down under pressure.
"I remember going into the semi-final feeling confident. However, we made mistakes and couldn't handle the pressure. The same thing happened with West Indies in 1983. Just after Viv got out, they wilted under pressure," Imran said.
The iconic former Pakistan skipper also said that the key to winning World Cup lay in having two batsmen who can play well throughout the tournament and others building the innings around their knocks.
Sri Lanka's World Cup winning captain Arjuna Ranatunga termed his country as favourites and didn't forget to mention that Indians tend to crumble when they play in front of huge crowds in pressure cooker situation.
"I have seen the Indian team fail in pressure situations while playing in front of 100,000 people. There are times when the expectations are huge and it takes a toll," Ranatunga said.
The burly former skipper feels that Lankans have a potent combination with experienced players such as Kumar Sangakkara, Mahela Jayawardene, Lasith Malinga, Muralitharan to name a few.
"However, I believe the team of 1996 had a better middle-order as we had players such as Aravinda D'Silva, Asanka Gurusinha, myself, Roshan Mahanama, Hasan Tillekratne."

The committee wants to know details of why the INA oil firm was privatized and why a Hungarian firm gained effective control of one of Croatia’s largest companies.

Top Chinese official meets NKorea's Kim


A top Chinese foreign policy official met on Thursday with North Korea's Kim Jong Il in Pyongyang amid the continuing military crisis on the Korean peninsula.

China's official Xinhua News Agency did not immediately say what State Councilor Dai Bingguo discussed with Kim. But China is under heavy international pressure to defuse the tension, which spiked with North Korea's recent artillery attack on a South Korean island near the Koreas' disputed sea border. The barrage killed four South Koreans.

North Korea, which has few other allies, depends heavily on China for economic assistance and diplomatic support. China fought on North Korea's side during the 1950-53 Korean war.

The Kim-Dai meeting was held in a warm and friendly atmosphere, North Korea's official Korean Central News Agency said, and they discussed ways to further strengthen the two countries' relations. The agency gave no details about whether they discussed North Korea's recent artillery attack.

Meanwhile, New Mexico Gov. Bill Richardson announced a visit to North Korea next week, an attempt to help ease soaring tensions.

"I am increasingly concerned with the recent actions by the North Koreans, which have raised tensions and are contributing to instability on the Korean peninsula," Richardson said in a statement. "If I can contribute to the easing of tension on the peninsula, the trip will be well worth it."

Pyongyang on Thursday issued a stark reminder of the still fresh anger between the rivals, underlining its claim to waters around the island it shelled two weeks ago and accusing the United States of orchestrating the attack.

Prasar Bharti CEO Lalli in the dock


The President has given her assent for a Supreme Court inquiry into charges of financial mismanagement against controversial Prasar Bharti CEO B S Lalli, setting in motion the process for his removal from the post.

Official sources said President Pratibha Patil's assent came on a reference made by Prime Minister Manmohan Singh as required under the Prasar Bharti Act.
According to the Act, the Chairman or a Member of Prasar Bharti can only be removed by an order of the president on the ground of misbehaviour after the Supreme Court holds an inquiry following a reference to it.

Pending inquiry, the chief executive officer can be placed under suspension as per the provisions of the Act.

Lalli, who assumed the CEO's office in December 2006, was indicted by the Central Vigilance Commission which accused him of breach of Parliamentary privilege, giving undue favours to some broadcast companies and financial mismanagement.

The Presidential reference to the apex court for instituting an inquiry into the charges against him sets in motion his removal process.

The controversial 1971 batch IAS officer of UP cadre, Lalli, 63, has been having a feud with the Prasar Bharti Board on running the organisation.

Efforts to contact Lalli did not succeed.

Reacting to the presidential reference, BJP leader M Venkaiah Naidu said the action is "too late".

"It is too late. It is also part of the loot. We are saying it earlier also about CWG... one after another is happening," he told reporters outside Parliament.

"It is all because of the pressure by the Opposition in Parliament all these things are happening. Otherwise the government was totally unmoved," Naidu said and added "he (Lalli) should go if he has committed any mistake."

Welcoming the decision, SP leader Mohan Singh said "This is a good decision taken by the President we welcome it. We have raised it in the Rajya Sabha."

Singh said, "Even employees of Prasar Bharati had also launched agitation against his (Lalli) autocratic way of functioning. He was not listening to anybody."

Minister of State for Health and Trinamool leader Dinesh Trivedi said "I personally feel that this is a great opportunity where we can very seriously clean up the system."

Thursday was the last day for the founding franchises to send in their list of retained players, as per IPL rules.
And as expected Chennai Super Kings retained captain Mahendra Singh Dhoni, Suresh Raina, Murali Vijay and South African all-rounder Albie Morkel, while Mumbai Indians went for batting legend Sachin Tendulkar, Harbhajan Singh, Lasith Malinga and West Indian powerhouse Kieron Pollard, the BCCI said in a statement.
The Delhi Daredevils, predictably did not let go swashbuckling opener Virender Sehwag, while the exciting Virat Kohli was retained by Royal Challengers Bangalore. Rajasthan Royals, on the other hand, decided to keep their two Australian stars Shane Warne and Shane Watson.
After retaining four players, both Mumbai Indians and Chennai Super Kings are now left with only USD 4.5 million to spend either in the Players Auction or in buying Ranji players outside the Auction.
Rajasthan Royals will have $5.9 million available to spend (pending further orders from the Mumbai High Court), Delhi Daredevils and Royal Challengers Bangalore will each have a balance of $7.2 million available.
However, the remaining franchises will have the full USD nine million available to be spent on buying players.
Under the IPL Player Regulations, each of the founding franchises could retain up to four players (of which only three could be Indian) in advance of the Player Auction - against fixed deductions from the USD nine million salary cap.
Meanwhile, the two new franchises -- Kochi and Pune -- will each have the option to sign upto four overseas players who have not previously featured in the IPL. After that there will be the player auction, which will feature the remaining top Indian and overseas players.

Speaking on today's developments, IPL Chairman Chirayu Amin said, "The first stage of the process for confirming the playing squads for 2011 has gone off well. It is heartening to see that a majority of the founding franchises have chosen to retain players."
But stalwarts Anil Kumble, Rahul Dravid and Sourav Ganguly, as well as in-form opener Gautam Gambhir, were not retained by their franchises for 2011 and 2012 seasons and will go into the players' auction pool to be bought by interested teams.
Kumble, who led Royal Challengers Bangalore in the last two seasons of the T20 League, and Dravid have been set free for the January 8-9 auction by RCB.
Ganguly was also not retained by under-performing Shah Rukh Khan-owned Kokata Knight Riders.

The 12 cricketers to have been retained are as follows:
