Army Chief General V K Singh today said the "intentions and ways" of Pakistan Army have "become clear" with it owning up a 'suicide bomber', who died in India, as one of its soldiers on its website.
"I have nothing to say on what they (Pak Army) has put up on its website. But if it has (owned up), then it clearly show what their intentions and ways are and what their next move will be," Singh told reporters here on the sidelines of an Army function here.
Singh met with school children from Jammu and Kashmir, who came visiting Delhi as part of the Army's 'Op Sadhbhavana' movement, to win the hearts of the people of Kashmir.
"All I can say is we have to be more alert and only then we can protect the people and our troops," he said when asked what he thought of Pakistan Army sending 'suicide bombers' to India.
"We have tried our best (to prevent infiltration). We are trying to stop infiltration. We will be alert on all fronts," he added.
Pakistan Army's website named Zulfikar Ahmed as an ISI agent, who was on a suicide attack mission in India and had died in the city's Ganga Ram Hospital on November 16, 2007.
The website www.pakistanarmy.gov.pk also claimed that Ahmed was a 'Naik' in the 'Engineers' arm of the Army and his formation was 'Headquarters 30 Corps/Directorate General ISI'.
It had a few days ago listed the Army men who were killed in the war with India over their Kargil intrusions in 1999, thereby owning up that it had carried out the clandestine operation.

Holbrooke: A pillar of US diplomacy
Few US diplomats had the breadth, depth or length of service of Richard Holbrooke, who wrote part of the Pentagon Papers, was the architect of the 1995 Bosnia peace accords and served as President Barack Obama's special envoy to Pakistan and Afghanistan.
Holbrooke's unexpected death on Monday at 69, following surgery for a tear in his aorta, marked the end of a storied career. He served through defining eras in US diplomacy, witnessing the end of European colonialism and the Cold War and the rise of international terrorism as the greatest threat to America.
Calling Holbrooke "a true giant of American foreign policy," Obama paid homage to his crisis expert as "a truly unique figure who will be remembered for his tireless diplomacy, love of country and pursuit of peace." Holbrooke deserves credit for much of the hard-won progress in Afghanistan and Pakistan, the president said.
Holbrooke served under every Democratic president since John F Kennedy. He brought a lion's appetite for difficult work, from Indochina and the Pacific to Europe, Africa and, in his last incarnation, South Asia.
Supremely self-confident, brash and instantly dismissive of critics, Holbrooke entered the foreign service in the early 1960s at the height of what critics called the State Department's "pale, male and Yale" phase.
It was a time when the dictum of former Secretary of State Henry Stimson — "Gentlemen don't read each other's mail" — still rang through the corridors of Foggy Bottom, the State Department's Washington neighborhood.
At the time of his death, Holbrooke — an Ivy League graduate of Brown University, not Yale — was serving a vastly different agency. The State Department in recent years has been led by an African-American man and three women, one of them African-American.
And, quite far from Stimson's admonition, the department instructed its diplomats to seek out personal information about foreign leaders and politicians, according to leaked classified documents released by the WikiLeaks website.
Holbrooke had a forceful style that earned him nicknames such as "The Bulldozer" and "Raging Bull." His career began with a posting in Vietnam in 1962 and included time as a member of the US delegation to the Paris Peace Talks on Vietnam.
His sizable ego, tenacity and willingness to push hard for results won him both admiration and animosity. "If Richard calls you and asks you for something, just say yes," former Secretary of State Henry Kissinger once said. "If you say no, you'll eventually get to yes, but the journey will be very painful."
The bearish Holbrooke said he had no qualms about "negotiating with people who do immoral things." "If you can prevent the deaths of people still alive, you're not doing a disservice to those already killed by trying to do so," he said in 1999.
Born in New York City on April 24, 1941, Richard Charles Albert Holbrooke had an interest in public service from early on. He was good friends in high school with a son of Dean Rusk and he grew close to the family of the man who would become secretary of state for Presidents John Kennedy and Lyndon Johnson.
At the Johnson White House, he wrote one volume of the Pentagon Papers, an internal government study of US involvement in Vietnam that was completed in 1967.
The study, leaked in 1971 by a former Defense Department aide, had many damaging revelations, including a memo that stated the reason for fighting in Vietnam was based far more on preserving US prestige than preventing communism or helping the Vietnamese.
After stints in and out of government — including as Peace Corps director in Morocco, editing positions at Foreign Policy and Newsweek magazines and adviser to Jimmy Carter's presidential campaign, Holbrooke became assistant secretary of state for Asian affairs from 1977-81. He then shifted back to private life — and the financial world, at Lehman Brothers.
A lifelong Democrat, he returned to public service when Bill Clinton took the White House in 1993. Holbrooke was US ambassador to Germany from 1993 to 1994 and then assistant secretary of state for European affairs. "He could always be counted on for his imagination, dedication and forcefulness," Clinton-era Secretary of State Madeleine Albright said Monday.

One of his signature achievements was brokering the Dayton Peace Accords that ended the war in Bosnia.
Holbrooke's efforts would later lead to controversy when wartime Bosnian Serb leader Radovan Karadzic told a war crimes tribunal in 2009 that Holbrooke had promised him immunity in return for leaving politics. Holbrooke denied it.
Holbrooke left the State Department in 1996 to take a Wall Street job with Credit Suisse First Boston, but was never far from the diplomatic fray, serving as a private citizen as a special envoy to Cyprus and then the Balkans.
In 1998, he negotiated an agreement with Yugoslav President Slobodan Milosevic to withdraw Yugoslav forces from Kosovo, where they were accused of conducting an ethnic cleansing campaign. "I make no apologies for negotiating with Milosevic and even worse people, provided one doesn't lose one's point of view," he said later.
When the deal fell apart, Holbrooke went to Belgrade to deliver the final ultimatum to Milosevic to leave Kosovo or face NATO airstrikes, which ultimately rained down on the capital.
Holbrooke returned to public service in 1999, becoming US ambassador to the United Nations.
With his long-standing ties to Bill Clinton and Hillary Rodham Clinton, Holbrooke was a strong supporter of her 2008 bid for the White House. He had been considered a favorite to become secretary of state if she had won. "Richard Holbrooke saved lives, secured peace and restored hope for countless people around the world," Bill Clinton said in a statement.
Hillary Clinton called him one of America's "fiercest champions and most dedicated public servants."
When her presidential campaign ran out of steam, Holbrooke began reaching out to Obama.
Reflecting on his role as Obama's special envoy, Holbrooke wrote in The Washington Post in March 2008 that "the conflict in Afghanistan will be far more costly and much, much longer than Americans realize. This war, already in its seventh year, will eventually become the longest in American history, surpassing even Vietnam."
Gen. David H. Petraeus, commander of US and NATO forces in Afghanistan, called Holbrooke "our diplomatic wingman" and said he was "a great American and a good friend." Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, said Holbrooke's "tireless efforts and dedication" had been instrumental in recent steady progress in the Afghanistan war.
Afghan President Hamid Karzai called Holbrooke's death "a big loss for the American people." In neighboring Pakistan, President Asif Ali Zardari said: "His services will be long remembered. The best tribute to him is to reiterate our resolve to root out extremism and usher in peace."
Holbrooke is survived by his wife, author Kati Marton, and two sons from a previous marriage, David Holbrooke and Anthony Holbrooke.

Assange slated to appear in London court
WikiLeaks founder Julian Assange was scheduled to appear in a London court on Tuesday, seeking to fight his extradition to Sweden in a sex-crimes investigation and trying to secure bail after being held a week in a British prison cell.
The 39-year-old Australian was ordered held in prison custody by a judge at a hearing Dec 7, after surrendering himself to Scotland Yard to answer a Swedish arrest warrant.
Assange is wanted for questioning after two women accused him of sexual misconduct in separate encounters in Sweden over the summer. Lawyers for Assange say he denies the allegations and will contest the attempt to extradite him for questioning.
He will be represented in court by Geoffrey Robertson, a former appeals judge at the UN Special Court for Sierra Leone who has specialized in freedom of speech cases. Robertson's former clients include author Salman Rushdie.
Supporters were planning to protest Assange's detention outside the court, following a small rally on Monday outside Sweden's embassy in London.
Some of Assange's supporters suspect the extradition request has been motivated by WikiLeaks' decision last month to begin publishing its trove of about 250,000 secret US diplomatic cables, something Swedish officials have denied.
The disclosures, which have continued unaffected since Assange was detained in prison, have offended some US allies and angered its rivals. Officials in Washington claim some other countries have already curtailed their dealings with the US government as a result.
Accusations and Charges
At an hour-long court hearing last week, lawyer Gemma Lindfield — acting for Swedish police — said Assange is accused of rape, molestation and unlawful coercion.
She told the court one woman had accused Assange of pinning her down and refusing to use a condom during an encounter on Aug. 14 in Stockholm. That woman also accused of Assange of molesting her in a way "designed to violate her sexual integrity" several days later.
A second woman has accused Assange of having sex with her without a condom while he was a guest at her Stockholm home and she was asleep. In Sweden, a person who has sex with an unconscious, drunk or sleeping person can be convicted of rape and sentenced to up to six years in prison.
Assange's Swedish lawyer, Bjorn Hurtig, claims the courts are stacked against defendants in sex cases in Sweden. However, a 2009 European Commission-funded study found only 10 percent of sex offenses reported in Sweden result in a conviction.
Lawyers for Assange said they will make a new application Tuesday to have him freed on bail, and will offer to post a hefty bond with the court. Several high-profile Britons — including socialite Jemima Khan and filmmaker Ken Loach — have offered to contribute 20,000 pounds ($31,500) each.
A decision on whether to extradite Assange is expected to take several weeks. Both Assange and the Swedish government are entitled to appeal against the ruling if the judge rules against them.
Britain's government said Monday that the country's national security adviser believes government websites could be attacked in retribution if Assange is not released.
Government departments have been told they could be targeted by online "hacktivists," following attacks on companies including MasterCard Inc., Visa Inc. and PayPal Inc., which cut ties to the WikiLeaks site.

b) The Scribe may be from any academic stream.
c) The academic qualification of the Scribe should be one grade lower than the stipulated minimum eligibility criteria and the Scribe should possess less marks than the candidate.
d) Both the candidate and the scribe should give a suitable undertaking confirming that the scribe fulfills all the stipulated eligibility criteria as mentioned above. In case it later transpires that the scribe did not fulfill any of the laid down eligibility criteria or had suppressed material facts, the candidature of the applicant shall stand canceled, irrespective of the result of the written examination.

'Sachin is a great ambassador of cricket'
South Africa captain Graeme Smith had termed Sachin Tendulkar as "great ambassador of the game" and said his desire to become a cricketer got wings after watching the Indian batting maestro during his childhood.
Smith was a 11-year-old kid when Tendulkar first toured the Rainbow nation following the country's readmission to the international fold after decades of isolation because of apartheid.
But on Thursday, Smith will lead South Africa in the first Test against India at Centurion in what could well be Tendulkar's last tour to the country.
"He (Tendulkar) is a world class player and a great ambassador for the game," Smith said as he reminisced at an official reception for the Indian cricket team here last night.
"As a youngster I watched the games and that's where all my dreams started. You see the players (like Tendulkar) on TV and you think that I want to be like that one day, and here we are," he said.
India is presently touring South Africa for three Tests, five ODIs and one-off Twenty20 International.
Smith also lauded former South Africa opener and now India coach Gary Kirsten, saying he commands great respect in the cricketing fraternity.
"Gary (Kirsten) was one of my heroes while I was growing up, so obviously it was great to get the opportunity to play with him," he said.
"He's a guy that I respect a hell of a lot and I'm sure the Indian team itself respects him. That respect will also go onto the field. It's about playing well for South Africa, but that respect will always be there," the Protea skipper added.
India speedster S Sreesanth too was full of praise for his coach.
"He's (Kirsten) been a great motivator and a great friend to each and every player," Sreesanth said.
Sreesanth described as "spot on" Kirsten's recent comment that India could be a world class team only if they beat South Africa on their home turf.
Sreesanth spoke for the Indian team during the function after captain Mahendra Singh Dhoni opted to send the Kerela speedster up on the dais to join Smith.
He also said India will be benefited in the series by some of its players' previous experience of playing in South African conditions.
"I did not play play in the Champions League but other team members have played. They know how to acclimatise with the conditions.
"Dhoni lead Chenai Super Kings to Champions League title here earlier this year and he had also helped us in our preparation," Sreesanth said.

NEW DELHI: The Faculty of Management Studies (FMS), the business school of the University of Delhi, has merged its two year full-time MBA in Management of Services (MBA-MS) with its flagship MBA (full-time) programme, it said on Tuesday. This will be applicable from the current academic year.
The two programmes have been merged into one programme MBA (FT) with effect from 2011 admissions. FMS, which was the first business school in India which started offering Full Time MBA programme, started the MBA-MS course from academic year 2004-2005, in an attempt to create Excellence Leaders in the fast growing services sector.
First of its kind, MBA-MS, a regular full-time MBA programme geared towards fulfilling the needs of creating business leaders, was introduced five years back. In the initial years, the aim of the MBA (MS) was to attract a range of institutions looking for future leaders in the service sector.
FMSSuch an action has been followed by the management because the institute faced some problems on the placement front as corporates had their reservations in terms of recruiting students from this new course, said Kuriakose Mamkoottam, Dean, Faculty of Management Studies.
He also added that running two courses resulted into multiplication of work including duplication of Administration, recruitment, faculty, placements as well as examinations. Moreover, the recruiting firms were not familiar with the salient features of the curriculum.
Furthermore, Mr Mamkoottam mentioned that, “Also it wanted to ensure that the popularity of our flagship course did not hamper the students of the MBA-MS course. We have observed that the profile of the students applying for both the courses is much the same but most companies preferred students from the full time course. So, the MBA-MS has been merged with our flagship MBA programme in the interest of students.”

Wufoo Enables Recurring Payments with Chargify Integration
Users of uber-popular Web form-building app Wufoo were greeted with an exciting new announcement upon logging into the service today: Wufoo has added Chargify to its list of payment service integrations, enabling business owners to accept recurring payments on their Websites.
The integration allows Wufoo users to link up their Chargify account via an API key, and then assign different prices to products listed in a drop-down menu or multiple choice field on the form.
Once the form is completed by the end user, their subscription takes effect and they'll be charged accordingly. Chargify can charge any dollar amount on any fixed schedule, be it weekly, monthly, yearly or some other customized time frame. It also supports set-up fees and trial periods and the end date of the subscription can be defined up-front.
This integration should simplify the lives of any business owner looking to sell subscriptions or otherwise accept recurring payments online, as it takes practically all of the development-intensive, heavy lifting out of the process. Setting it up is a matter of dragging-and-dropping a Web form together, plugging in an API key and then copying and pasting some code to embed the form into one's site.
In general, Wufoo has a pretty powerful REST API that developers can use to integrate Wufoo with other Web apps, but their team has a tendency to do the heavy lifting for many popular third parties and then roll those integrations out for Wufoo customers.
On the payments front, Wufoo already integrates with Google Checkout, FreshBooks, Authorize.net, USA ePay and several flavors of PayPal. Forms can also be configured to send data to Campaign Monitor, MailChimp, Highrise, Campfire, Notifo, Salesforce, Twitter and others. Notifications of new form entries can be received via email, SMS or RSS feed.

A Foreign Ministry spokesman says the firing of Iran's foreign minister will not effect the country's policies, including nuclear talks.
The Tuesday remarks come a day after President Mahmoud Ahmadinejad abruptly sacked Manouchehr Mottaki and named nuclear chief Ali Akbar Salehi as caretaker minister.
Ministry spokesman Ramin Mehmanparast says "we will not see any change in Iran's basic policies," including in the nuclear talks. He says the ministry is only implementing policies decided by the higher leadership.
The US and its allies suspect Iran intends to build a nuclear bomb, a claim Tehran denies. Iran and top world powers held a round of inconclusive talks on the standoff last week, and are to meet again next year.

Oil falls to near $88 ahead in Asia
Oil prices fell to near $88 a barrel Tuesday in Asia as traders look to weekly U.S. crude inventory figures for signs demand could be improving.
Benchmark oil for January delivery was down 41 cents to $88.20 a barrel at midday Singapore time in electronic trading on the New York Mercantile Exchange. The contract rose 82 cents to settle at $88.61
Crude inventories likely fell 3 million barrels last week, according to analysts surveyed by Platts, the energy information arm of McGraw-Hill Cos. The American Petroleum Institute is scheduled to announce its inventory numbers later Tuesday while the Energy Department's Energy Information Administration reports its weekly supply data Wednesday.
Goldman Sachs said investors were overly pessimistic this year about global crude demand because most of the consumption growth came in developing economies.
"This misperception has largely been driven by the fact that the recovery has been led by emerging market countries, with the U.S. oil market lagging," Goldman said in a report. "Inventories outside the U.S. have largely returned to more normal levels while U.S. oil inventories have only recently begun to draw."
Goldman expects crude to average $100 next year and $110 in 2012.
"World oil demand came roaring back in 2010," Goldman said. "The world oil market recovery will be increasingly evident in the United States in 2011, giving the market a recovery it can see and believe in."
In other Nymex trading in January contracts, heating oil fell 0.9 cent to $2.46 a gallon, gasoline futures dropped 1.3 cents to $2.31 a gallon and natural gas added 0.8 cent to $4.43 per 1,000 cubic feet.
In London, Brent crude fell 46 cents to $90.73 a barrel on the ICE Futures exchange.

UK Sinha to be New SEBI Chairman
NEW DELHI: As per the latest buzz, UK Sinha has been selected as the new Chairman of Securities and Exchange Board of India (SEBI). According to the sources, UK Sinha has replaced CB Bhave as the new SEBI Chairman. However, it has not been officially announced.
CB Bhave, who was not offered extension by the Finance Ministry, assumed office in 2007 and will complete his 3-year term in February 2011. “The chairman shall hold office for such period not exceeding 5 years and shall not hold office beyond 65 years of age, whichever is earlier. He is eligible for re-appointment,” Finance Ministry said in a statement.
Other significant names that were also seen in contention for the coveted post include R Bandyopadhyay, who is the present secretary in the Ministry of Corporate Affairs and Madhya Pradesh Finance Secretary GP Singhal. Apart from these, SBI Chairman O P Bhatt and Reserve Bank Deputy Governor K C Chakrabarty were also selected for the final interviews.

2G scam: ED to issue Letters Rogatory
The Enforcement Directorate will soon issue Letters Rogatory to ten countries as part of its probe in the multi-crore 2G spectrum scam.
Official sources said the Directorate, which has already contacted its counterparts in 10 countries, where imprints of the telecom scam are allegedly visible, will now adopt a formal route.
They said the ED will soon seek for LRs to be issued in connection with the case, asking for details about financial transactions and background of certain entities doing business in those countries.
A Letter Rogatory is a formal request issued by a competent court to a foreign court and processed by the Ministry of External Affairs on behalf of the investigative agencies to obtain information about individuals and entities.
Sources said the ten countries in question include tax havens like Isle of Man, Cyprus and Mauritius besides UAE, Norway, Singapore, Libya, and Russia.
They said ED feels that some entities operating in those countries were connected with the spectrum allocation besides certain others who later bought stakes in Indian companies that had bagged the allocation.
Most of the companies that had bagged the spectrum had their subsidiaries and business partners situated in foreigncountries.
Untangling the financial transactions web spread across various countries is what the ED is focusing on.
The ED has already finished the first round of its probe with all the main telecom companies allegedly involved in the scam.
The companies have submitted details about their financial transactions, foreign holding, the financial backers and information about their subsidiaries.
The Directorate, which has studied the details closely, will now have a second round of questioning with the telecom firms.
The Central Bureau is already investigating the case and had recently conducted raids at the premises of certain former telecom Ministry officials and former Telecom Minister A Raja.
The ED has registered a case in this connection under the Prevention of Money Laundering Act.

MUMBAI: Reliance-Anil Dhirubhai Ambani Group company, Reliance Communications on Monday has marked itself as the second private company to enter the 3G markets in India. RComm today launched third-generation mobile phone operations in four major cities in India.
India’s second-largest mobile phone operator by subscribers, Reliance has launched 3G services in Delhi, Chandigarh, Mumbai and Kolkata on Monday. Reliance Comm will offer the 3G services in all its 13 zones by the end of March next year.
Reliance Communications has rolled out 3G services in a record time of around 100 days of receiving 3G Spectrum in the major metros of India. The company had won bandwidth to offer 3G services in 13 of India’s 22 telecom service areas, paying 85.85 billion rupees.
Reliance 3GThe 3G services being offered by Reliance Communications is capable of delivering peak speeds upto 28 Mbps and a World class 3G experience. In order to offer the 3G services, RComm has partnered with the World’s best organizations, including Nokia for devices, Facebook, Nokia and Ericsson for applications, Universal Music for content and Motricity for the Web portal.

Black segregation in US drops to new low
America's neighborhoods became more integrated last year than during any time in at least a century as a rising black middle class moved into fast-growing white areas in the South and West.
Still, ethnic segregation in many parts of the US persisted, particularly for Hispanics.
Segregation among blacks and whites fell in roughly three-quarters of the nation's 100 largest metropolitan areas as the two racial groups spread more evenly between inner cities and suburbs, according to recent census data.
The findings are expected to be reinforced with fresh census data being released Tuesday on race, migration and economics. The new information is among the Census Bureau's most detailed releases yet for neighborhoods.
"It's taken a Civil Rights movement and several generations to yield noticeable segregation declines for blacks," said William H Frey, a demographer at the Brookings Institution who reviewed the census data. "But the still-high levels of black segregation in some areas, coupled with uneven clustering patterns for Hispanics, suggest that the idea of a post-racial America has a way to go."
The race trends also hint at the upcoming political and legal wrangling over the 2010 census figures, to be published in the spring. The data will be used to reallocate congressional districts, drawing new political boundaries.
New Hispanic-dominated districts could emerge, particularly for elected positions at the state and local level. States are required under the Voting Rights Act to respect the interests of minority voting blocs, which tend to support Democratic candidates.
Milwaukee, Detroit and Syracuse, NY, were among the most segregated, all part of areas in the Northeast and Midwest known by some demographers as the "ghetto belt." On the other end of the scale, cities that were least likely to be segregated included Fort Myers, Fla, Honolulu, Atlanta and Miami.
Hispanic integration was mixed. There was less Hispanic-white segregation in cities and suburbs in many large metros such as Buffalo, Washington, DC, and Chicago, according to preliminary census figures. But in many smaller neighborhoods, large numbers of more recently arrived Hispanic immigrants are believed to be clustering together for social support, experts said.
The findings on segregation are partly based on a demographic index that tracks the degree to which racial groups are evenly spread between city and suburb. The index ranges from 0 to 100, with 60 or above generally considered highly segregated. That index found that for large U.S. metros in 2009, the black-white segregation reading was 27, down from 33 in 2000 and the lowest in generations.
Other findings:
_Overall, Asians showed less residential segregation from whites compared with blacks and Hispanics, but results varied widely by geography. Asians were most segregated in large metros such as Greensboro, NC, and Stockton, Calif. They were most integrated in Phoenix, Washington, DC, and Las Vegas, due partly to the movement of more affluent Asians to suburbs.
_New Orleans was among metros with the largest decline in city-suburb segregation among blacks and whites since 2000, due largely to the exodus of low-income blacks from the city after Hurricane Katrina.
_Other large metros showing less segregation included those with technology-based economies, such as Boston, Seattle, Houston, Austin, Tex., and San Francisco, which attracted middle- and upper-income blacks to their suburbs.
Still, the recent gains in racial integration are somewhat limited, said John Logan, a sociologist at Brown University who has studied residential segregation. He noted that black-white segregation remained generally high in areas of the Northeast and Midwest. In those areas, there is slow population growth and white flight from increasingly minority neighborhoods is still common.
As for Hispanics and Asians, while residential movement out of ethnic neighborhoods has been increasing, those numbers have generally been surpassed by the arrival of new immigrants into traditional enclaves.
"The political implications of these trends are great in the long run — majority black districts will become harder to sustain, while more majority Hispanic districts will emerge, especially for state and local positions," Logan said.
The figures come from previous censuses and the 2009 American Community Survey, which samples 3 million households.
Due to incomplete 2009 data, the analysis of racial segregation omits seven metro areas: Sarasota, Fla, Greenville, SC, Harrisburg, Pa, Jackson, Miss, McAllen, Texas, Portland, Maine, and Poughkeepsie, NY.

Asian shares tad higher
Asian stocks eked out mostly small gains Tuesday as investors digested news that President Barack Obama's tax-cut package had gained enough votes in the Senate.
Japan's Nikkei 225 stock average rose less than 0.1 percent to 10,293.97. The index wavered between positive and negative territory as investors locked in gains after the index hit a new seven-month closing high the previous day. Some exporters retreated as the dollar fell back under the 84-yen line.
The slight gain came a day after Tokyo said it would cut the country's corporate tax rate by 5 percentage points to try to stimulate the economy. Japan's corporate tax rate is now near 40 percent, compared to about 30 percent in the U.S. and Britain.
Hong Kong's Hang Seng was up 0.1 percent at 23,350.71 and Australia's S&P/ASX 200 added 0.2 percent to 4,765.90.
South Korea's Kospi rose 0.3 percent to 2,001.72, climbing above the psychologically important 2,000-level for the first time in three years.
In New York Monday, the Dow Jones industrial average closed with a gain of 18.24, or 0.2 percent, to 11,428.56. Sentiment was bolstered by expectations that the tax deal would be successful.
Economists expect the nearly $900 billion tax package to boost economic growth in the world's largest economy and increase the size of the budget deficit. The bill got overwhelming support in a Senate test vote and final passage is expected Tuesday in the U.S.
The broader S&P 500 index eked out a new 2010 high for the fourth time in four days, rising 0.06 point to 1,240.46. The tech-heavy Nasdaq composite index fell 12.63, or 0.5 percent, to close at 2,624.91.
In currencies, the dollar was little changed at 83.45 yen from 83.47 yen late Monday. The euro rose to $1.3399 from $1.3379.

IDEOS U8150 Price in India: As of now, there is no official announcement on the pricing of IDEOS U8150, however it is expected to be priced at under Rs. 8,000. It’s a nice phone and can cater to entry level, medium and mid-high level segments.
Huawei PhonesApart from IDEOS U8150, Company is also planning to launch two mid-range Huawei IDEOS branded phones – the X5 and the X6. These phones are expected to hit the Indian stores by mid-January 2011. They both run on the Froyo edition of Google’s Android operating system.
Both, X5 and X6 are almost similar when it comes to specifications, like both of them feature 5 megapixel auto-focus cameras that can also record 720p video. They also support Dolby mobile sound enhancement and 3G speeds of up to 14.4 Mbps. However, X5 comes with a 3.8-inch capacitive screen, while the X6 has a bigger 4.1-inch 800 x 480 pixel one.
“We are planning to launch Android based smartphones Huawei X5 and X6 around the third week of January, and as of now I cannot comment about its pricing”, Huawei spokesperson said.
'PM worried about tapping, not corruption'
Senior BJP leader L K Advani today attacked Prime Minister Manmohan Singh for asking the Cabinet Secretary to look into the issue of telephone tapping, saying he seemed to be more concerned about the leakage than the credibility of his government on the issue of corruption.
"He (Prime Minister Manomhan Singh) is worried about that (leakage). What is the aspect of concern? Common man's concern is about the credibility of the government. There should be concern about this but that is not there," Advani remarked at an NDA press conference here.
Advani was referring to Singh asking Cabinet Secretary K M Chandrasekhar earlier in the day to look into the issue of telephone tapping.
"Are these matters about which the PM should be worried? I don't understand," he said.
Referring to the controversy, Advani said the nation had witnessed how business lobbyists play a role in government formation.
"It appeared that UPA government is not formed by the Prime Minister and, for long, we were under the wrong impression that it is not the PM but 10 Janpath (Congress President) which forms the Cabinet. But now, it has come forward that its neither the Congress president nor the PM who forms the government", Advani said.
Pointing a finger at corporate lobbyists, the BJP leader said the tapes reveal that confidence with which they claim who should be allotted what portfolio.
He said the Prime Minister might not be aware of several things going on in his government.
Advani said during the stalemate in the winter session of Parliament, government did not give a single "credible" reason for not agreeing to JPC probe on 2G scam.
He also criticised the Prime Minister on the appointment of P J Thomas as Central Vigilance Commissioner saying he insisted on having the former telecom secretary for the top job despite Leader of Opposition Sushma Swaraj's objections.
India, Russia to sign hydrocarbon pact
India and Russia are expected to sign an agreement on cooperation in hydrocarbons during Russian President Dmitry Medvedev's upcoming visit, Minister of State for Petroleum and Natural Gas Jitin Prasada has said.
Prasada, who is a part of the high-level team for the Road show on the 9th round of New Exploration Licensing Policy (NELP), said that the agreement on Indo- Russian cooperation in hydrocarbons will "identify the oil and natural gas projects and set a time-frame for their implementation."
"The Additional Secretary Sudhir Bhargava is holding talks with the Russian Deputy Energy Minister to finalise the bilateral agreement to be signed during President Medvedev's New Delhi visit," Prasada said, declining to divulge the details of new hydrocarbons deal with Moscow.
Noting India's 'successful' participation in Sakahlin-1 production sharing agreement (PSA) operated by Exxonneftegas and acquisition of Imperial Energy by OVL - the overseas operations arm of ONGC in Siberian region of Tomsk, Prasada, however, reaffirmed India's interest in picking stakes in Sakhalin-3 offshore and huge Trebs and Titov onshore projectsin Russia.
He expressed New Delhi's interest in inviting the Russian oil and gas majors for bidding in the 9th round of NELP and is scheduled to hold meetings with Gazprom, Rosneft, TNK-BP and Bashneft, which has won the bidding for Trebs and Titov deposits in North Russian Timano-Pechora in the Arctic Circle during his three-day Russia visit.
Talking about Gazprom's overseas arm- Gazpromzarubezh, which in partnership with the Gas Authority of India Ltd (GAIL), is exploring offshore block in the Bay of Bengal, Prasad said India was interested in such bilateral projects.
"We are interested in bilateral cooperation with Russia in upstream and downstream projects, which are under negotiations," he said.
According to Prasada, Moscow is the first city where investors meet for the 9th round of NELP has been organised. Later such road shows will be organised Singapore, Perth, Houston and Calgary.
"We have offered 34 blocks for bidding, they are of good quality and good data has been accumulated," Prasada said.
Drawing attention to past Indo-Russian bilateral ventures, the minister said that it was the five year exploration plan drafted by three Russian experts in mid-1950s that led to the discovery of India's richest hydrocarbons deposits in Cambay and Bombay High in 1958 and sixties.
